I have no info on the flag, but judging the latest Serb (and Srpska) flags and CoAs, it seems most probable that the flag would be a banner of arms. But, then again, maybe not - this in not a coat of arms in the recent Serbish style.

Downloaded from somewhere on the Net in 1996, the coat of arms of Banja Luka used before the war in B&H. Obviously this one has been the origin for the design of the new "Serbizied" coat of arms.
