"Flag Officer" will mean General Officers of the Army and Air Force.
According to Album des Pavillons [pay00], the flag is a square black-yellow-red tricolor flag with two white swords outlined in black and placed in saltire in the middle.
A similar flag was prescribed in 1936 for a Lieutenant-General.
