I've noticed that several Ceará municipal flags have a horizontally divided
field, yellow over green, with some kind of municipal emblem in blue. This
is one--apparently a map of the municipality with emblems of the local
economy (cotton, cattle, and gemstone), and stars apparently representing the
districts of the municipality.
