About the Flag of Salinas

The flag is red with a white-bordered black saltire, and the municipal coat of arms on a white disk overall. The coat of arms depicts two picks (presumably symbolizing mining), a cow's head (for cattle ranching), what I take to be a cross-section of a steel I-beam but may be a St. Anthony's cross, and a chevron charged with nine white roundels.
