About the Flag of Teófilo Otoni

The flag is a horizontal triband, apparently very dark blue (but possibly black), red, and yellow, with the municipal COA on the center. The coat of arms portrays hills, a sunrise (or sunset), a horn of plenty, what appears to be a stalk of maize (corn), and a flying white cow floating into the picture from the dexter side. The motto is Civitas Amoris Fraterni, which I guess means City of Brotherly Love.
