Probably one of Arcinóe Antônio Peixoto de Faria's many designs (see
especially a number of Sao Paulo municipal flags): blue with two horizontal
bands of white-red-white, and the municipal coat of arms on a white triangle
at the hoist. The coat of arms has a red foot or shoe as its principal
charge.
