"Quilicura" means "three stones" in Mapuche (a.k.a. Araucanian) language. Although the original content (reported by Osmar Valdebenito, 06 Nov 2004) is now unavailable the image is still there, and I managed to retrieve the original text:
La bandera de la comuna también nos remonta al pasado, a través del significado de sus franjas: La superior es azul, que representa el cielo puro y limpio de Quilicura. La central es amarilla, que representa las plantaciones y el hermoso sol de nuestra comuna. La inferior es el color verde que representa los campos y viñas de la antigua Quilicura.There is a much better image at the official communal website.
A communal law 7/77 of 1997.07.11, about signs in the public areas, prescribes in its Cap. IV, Art. 6 - j) that «No podrán usarse para avisos o reclames las banderas ni los escudos nacionales o extranjeros, ni la bandera o el escudo de la Comuna de Quilicura.»
