Overview

In <www.ipiales.gov.co> there is a image in the homepage. That image is a marquee, and says "Bienvenidos al Sitio Web Oficial de Ipiales" and appears a Background with the colors of that flag: red, green, white.   I confirmed those colors in many documents, e.g. phone books, web pages, and others. (Any phone books of Colombian cities have information of these, including flags and Coat of Arms).
