According to the FOTW-Radotin webpage and this page Radotin is part of Praha5; that page is linked from the homepage of the Radotin bowling club, in Praha16. Looking at the map that makes sense, as Radotin is c. 20 km south of Prague-city, while Praha5 is at most 5 km south of the city. The bowling-club presents as the flag of Praha16 a horizontal tricolore YBW (same flag as Praha12, on the other side of the Vltava river...) - which is the flag of Modrany, and Modrany has also another flag, identical to the old flag of Radotin - so I guess the circle is square...
