Orel is a municipality in Chrudim okres, Pardubice region. Its flag
and CoA are at this website
with explanation:
"Parlament České republiky dne 16. února 1999 udělil obci Orel znak
a prapor. Znak je navržen jako černý orel s červenou zbrojí ve stříbrném
štítě. Orel drží v pravém pařátu na červené žerdi stříbrný prapor s červenými
napínacími háky ke kuši.
Prapor byl pojat jako bílý list s červenými zkříženými vztyčenými
napínacími háky. Vycházelo se z historie obce Orle. Základem byly erbovní
znaky rodu Orelských ze Sán a Janovských ze Soutic."
Orel means Eagle; the CoA has the double-eagle of Chrudim city, and
one of its claws is wappering the Orel flag, consisting of two red hay-bail
irons (the hooks used to forward haybails, and for the very strong to pull
beetroots out of the soil), also used in village-fights.
Flag adopted 16 Feb 1999. (for adoption date the VexLex dates are valid).
At the site the iron are asymetrical, I assume unintentionally.
