Here is a bit of a mystery - Srch is a municipality in Pardubice region (Pardubice okres) in Czechia; its flag was approved 5 October 2004, and published in Petr Exner's Vexillological Lexicon of Czech municipal flags 2004.

Description: horizontal white over blue, proportioned c. 4:1; the dividing line is wavy; in top hoist a hornet between two green oakleaves.
(Sr¹eò = hornet - so is this a humming, zooming or bumbling flag?)
