Čechy pod Kosíŕem flag

I´ve seen the official www - site of municipality Čechy pod Kosířem. Its Arms (and I suppose the flag too) shows lion uncrowned and with one tail. So it has nothing to do with the word Čechy ("Bohemia"). It is probably also the arms of noble owner of this estate - Count Sylva - Taroucca, duke of Tellez.
