Weird colors of the flag of Sázava u Lanskrouna (Sazava near Lanskroun), in Usti nad Orlici district, Czechia at this webspage.
Description: vertically divided blue - red, and on the blue field a yellow plant, named "vykorenenym". Flag approved 27 Mar 2002.

"Kořen" is root. The yellow plant is the foil of the water-lily with "roots removed from earth" = "vykořeněný", eradicated. This figure is called "lekno" in czech heraldry (water-lily is in Czech "leknín").
