And another Czech city, Slavicin (Zlin Region), whose flag photo is available. See this page and compare the image with the city COA. The red thing is a piece of leather, the flag seems to be divided in the 1:2 ratio (blue:white).

It has a very similar red piece of leather as Brtnice (JI) and the same bishop hat of Šebetov.
