This doesn't seem to be a big municipality in Zdar nad Sazavou okres, Vysocina region (Velkomezirícsko (city?). CoA and flag are at this webpage (but the flag looks a bit weird: white plough on dark blue island in bright blue sea.

Velkomeziricsko is an informal non-administrative region (or, in fact, a group of co-lobbying municipalities), not city.
