Eberswalde is a city of 50,000 inhabitants in the northeast of Berlin. It is the capital of Barnim county. The flag is black-white-green with the arms. In 1970, the cities of Eberswalde and Finow were united under the name Eberswalde-Finow. Today, the city is apparently called simply Eberswalde, but I was unable to find out when the name changed. In the German Democratic Republic era, the united city used slightly different arms, see Ralf Hartemink's International Civic Arms website. The boars on the arms are canting (boar is Eber in German).
