Description

Höhere Kommunalverbände (higher communal associations) in North Rhine-Westphalia are a difficult subject, as their territories partially overlap. The Kommunalverband Ruhrgebiet was created in 1979 as a successor to the Siedlungsverband Ruhrkohlenbezirk, founded in 1920, and contains territories of both the Landschaftsverband Rheinland and the Landschaftsverband Westfalen-Lippe. Since 1985 it uses a logo showing an outline of the territory in the North Rhine-Westphalian colours, but in reverse order. This logo is also placed on a plain white flag.
