Jessen is in Wittenberg county. Previously to the municipal reform it was the seat of a county on its own. The flag is black-yellow with the arms. The stripes' colours are not derived from the arms but signify the affiliation of the town with Saxony-Anhalt. Source: Günther 1996b.
