"Bandera - La bandera de Daule está formada por tres franjas longitudinales de igual tamaño en forma rectangular. Sus colores son: arriba amarillo, blanco al centro y azul bajo".

Arriba amarillo (=in top yellow), blanco al centro (=white in center) y azul bajo (=blue in bottom). In fact must be "y azul abajo", as the shade of blue is not explained, it must be a medium blue.
