siguientes medidas : 1,80 m. de largo x 1,20 m. de ancho, sin el
escudo."
I kept the ratio at the hoist, and the ratio for the horizontal
and vertical bars.

I found the description of the former flag of the Canton of
Manta, in Manabí Province, Ecuador. It was a vertical sky blue -
white - sky blue triband with the actual CoA in the center of the
white band. Dimensions not specified. I assumed 3:1.
