Tartu is a college city of about 118,000 people in
southeastern Estonia. The dimensions of the flag are uncertain -
on the Tartu home page it is shown as the same dimesions as the
Estonian flag, but that is shown at almost 1:2. This reproduction
is shown at a 7:11 ratio, as is established for the Estonian
flag.
