Adopted: 13 May 1997. Ratio: 1:1. Tarvastu is a rural municipality (vald) in Viljandimaa County (maakond).

Head of animal refers to the name of municipality (Estonian tarvas is name for one extinct species of neat, I don't know the English name). Colors are from local national costumes (black is very common there).
