Adopted: 4 March 1997. Ratio: 1:1. Tori is a rural municipality (vald) in Parnumaa County (maakond).

Colors refer to the historic belonging to Livonia. Silver symbolizes also mentality and enlightenment. Green symbolizes land, peace and well-being. Waves refer to the location of municipality on the banks of Pärnu river. Horseshoe refers to horse breading. This is also the symbol of luck.
