Vaivara vald - Buckle is old Estonian jewelry. This refers to protection, permanence, continuity and togetherness.
Flag - Three points of triangle are sea (also blue color), sky (also silver color) and hope that Vaivara municipality becomes strong, wealthy and safe home to the locals (also buckle).
