Description

According to Calvo and Grávalos 1983, the flag for Ministers was square, with the arms very offset to the fly.

The Circular Order of 5th May 1931 specified the distinguishing flag for Ministers of the Republic, "square, with the coat-of-arms on the fly third of the flag".
