Artículo 5º. La bandera de Tierra Comunera-Partido Nacionalista Castellano (TC-PNC) está formada por dos franjas horizontales de igual dimensión, siendo la superior de fondo blanco con un león rampante de color morado en su margen izquierdo, y la inferior de color morado con un castillo blanco, de tres torres, en su margen izquierdo. Artículo 6º. Tierra Comunera-Partido Nacionalista Castellano (TC-PNC) declara que la bandera nacional de Castilla es el pendón del antiguo reino de Castilla y León, ya sea en su modalidad de bandera cuartelada o bajo la forma de pendón morado con el escudo de Castilla y León en su centro.

My translation:
Article 5. The flag of Tierra Comunera-Partido Nacionalista Castellano (TC-PNC) is made of two horizontal stripes of the same width, the top one white with a purple lion rampant near the hoist, and the bottom one purple with a white three-towered castle near the hoist. (...)

Article 6. Tierra Comunera-Partido Nacionalista Castellano (TC-PNC) declares the national flag of Castile to be the banner of the former kingdom of Castile and Leon, either as a quartered banner-of-arms or as a purple banner bearing the centred Castile and Leon arms.

As I said, the first flag was published in Banderas some time ago, I believe the drawing was by Antonio Gutiérrez.
