Horizontally striped blue-white-yellow, the white stripe being as wide as 1/20 of the flag's height, and the yellow stripe half as wide as the blue one. [Vertically] centred near the hoist [of the blue stripe], a white watermill wheel, its diameter half the flag's height. Colours from the coat-of-arms. The wheel (roda) is canting. Ratio 2:3. Strictly speaking, this would imply stripes proportions of 38+3+19. However, I guess the designer's idea was to divide the flag into two (blue and yellow) stripes of proportions 2+1 and then add a white stripe as wide as 1/20 of the flag's height.

A horizontally divided flag, blue over yellow, with the blue being about twice as wide as the yellow and both being separated by a thin white stripe. In the upper hoist, a white water wheel. The latter is canting, Catalan roda meaning wheel — a water wheel in this case, since it refers to one by the river Ter.
