Some Lanzarote municipalities lacking a flag of their own seem to use the Lanzarote one with the municipal coat-of-arms, this is so at least in Arrecife, the capital of the island, where the Lanzarote flag with the Arrecife coat-of-arms [shown at this website] is displayed at the Local Police HQ.
