As far as I know, Castellar is the name of a district and a city in Teruel province. The flag and coat-of-arms of the city (?) are at this website with a lot of information in Spanish.

Browsing Castellar's website I have realised it is the former "Castellar de Santisteban" in Jaen province (Andalusia) — so nothing to do at all with "El Castellar" which indeed is in Teruel...
