From the Catalan Vexillological Association website (my translation):

Province: Lleida
County (comarca): Alt Urgell
Adopted: 17.10.1991
Meaning: [Armorial banner of the city arms.] Green stands for the municipal woods and meadows. The [black and yellow] chequered field of Urgell stands for the former county to which the municipality belonged. The [white] fess stands for the town's name, la Ribera (the riverside).
Area: 104.89 km²
Population (1991): 822
Capital: el Pla de Sant Tirs
The latter is usually the same as the name of the municipality, I ignore why it is different here.
