Red flag with a white hoist stripe as wide as 5/21 of the flag's length, on the top hoist corner of the red area a white tower with red gate and windows, as high as 2/7 of the flag's height and as wide as 2/21 of the flag's length, set apart 1/7 [of the flag's height] from the top and 2/21 [of the flag's length] from the white hoist stripe.
