From the University's statutes, available at its website:

Artículo 7º.- La ULPGC tendrá como símbolos representativos el escudo, sello, medalla y bandera, cuyos regímenes jurídicos y formatos serán aprobados por el Claustro.
My translation:
Article 7.- The ULPGC shall have as representative symbols the coat-of-arms, seal, medal and flag, whose legal regimes and formats shall be approved by the senate.
The statutes were adopted by Decree no. 12/1998 of 5th February 1998.
