Description

In Pedersen 1971, right next to the customs service flag is the flag of fishery inspection which is similar with 'V' and 'P' flanking the arms, without crowns.

Certain government agency/ministry flags had the arms centered. For example, the Fishery Inspection had "V" to the observer's left and "P" to the right of the arms [Vigilancia Pesquera].
