Certain government agency/ministry flags had the arms centered. For example, (...) Customs had a crowned "H" on either side of the arms [Hacienda ie. Treasury].

In Pedersen 1971: "Customs Service. H stands for Hacienda ('Treasury')". I am sure it is related to the Customs Police Ensign but obviously a predecessor. The 'H' and crown appear [mistakenly] as light blue in the book.
