A rectangular Finnish civil ensign with the Ministry emblem in the canton. The emblem consists of a ship's steering wheel proper and the coat of arms in front of it.

A swallow-tailed rectangular triband white-blue-white pennant with white square panel at hoist containing the Miiistry emblem, and with a vertical blue stripe along the panel. The construction details the same as for the Customs pennant, the vertical stripe is 2 units wide.
