According to Album des Pavillons [pay00], the Prime Minister's flag at sea is a square French Tricolore. The car flag is similar but in ratio 7:8 and with a golden border (not shown here).

As in Britain, the Defence Forces of France have been brought under a single Minister, known in the past as the Ministre des Armées, now the Ministre de la Défense Nationale. A flag for this Ministry was introduced in 1966, consisting of a square version of the national flag for use at sea (30:33:37) with in the middle of the white stripe a golden emblem representing Armée de Terre (Army), Marine Nationale (Navy) and Armée de l'Air (Air Force) in the centre in gold.
The car flag is similar but in ratio 7:8 and with a golden border (not shown here).

Minister (or Junior Secretary) for Overseas Departments and Territories

According to Album des Pavillons [pay00], the flag at sea of the Minister/Junior Secretary of State for Overseas Departments and Territories is a blue square flag with the Tricolore flag in canton. It was derived from the flag used by Governor-Generals in the former colonial Empire.
The car flag is similar but in ratio 7:8 and with a golden border (not shown here).
