As a note, the emblem, with a jet aero plane flying over, and
a ship sailing under the Tsing Ma Bridge -- The longest
vehicle/railway suspension bridge in the world, clearly
symbolized the three way of immigration for which the
Department is responsible.

Note that the wreath is the same as that of the police.
Before 1997 the police and fire service had similar badges
(crown, badge or crest inside a wreath, scroll below), which
became the pattern for most uniformed services in Hong Kong
post-1997. The bridge in this badge is that of Tsing Ma
Bridge (linking the new airport to the city), with a bus, a
ship and an airplane.
