Overview

The community of Martinska Ves at wikipedia is depcited with a scanned Coat of Arms of weak quality depciting a church and a duck. I very much doubt that this is official Coat of Arms and it is highly probable that even if adopted it could not have been approved by the central authorities

At <www.smz.hr> there is a small coat of arms and a photo of three flag which one is seems to be the municipal flag (white, blue-red Scandinavian cross with coat of arms).

Dov is most probably right. The Scandinavian cross seems to be two-coloured, short arm being red and long one blue. I indeed suspect that the thing in the middle of the cross is the coat of arms, but it also seems that there are some aditional ornaments (golden?) in the arms of the red part of the cross.
The two other flags on the photo are, of course that of Croatia and Sisak-Moslavina County, which figures - it is probably the building of the seat of administration of the community. It does not strike me as odd that a community in Sisak-Moslavina County has a flag that "falls out"of the general system, as the county flags does so as well and several other city and community flags do so also - it seems that flag legislation issues are not alaways followed in this part of the country.
