"Il gonfalone è un drappo di colore rosso con ornamenti d’oro, che riproduce lo stemma descritto nel comma 3 con l’iscrizione centrata in oro "Comune di Perugia". L’asta verticale è ricoperta di velluto rosso, con bullette dorate poste a spirale. Nella freccia è rappresentato lo stemma del Comune e sul gambo inciso il nome. Cravatte e nastri tricolori sono frangiati d’oro."
