No flag legislation but they use above flag in practice:
flag proportion: 2:3; colour of field: dark green; colour of emblem: white; diameter of emblem: 3/5 flag height.

The notice concerning the emblem seems to say that it applies from 1 May 1972 (two months before the date on the notice).
The emblem features a stylised hiragana mo も forming two overlapping bold circles, signifying peace of the people, industry and nature, and portrays the reassuring/emboldened harmony of Mobara City.
The notice says that other than in the city flag and employee's emblems,
the emblem may be depicted on other items where necessary to represent
the city.
