There are two versions of the flag:
Height of emblem: 46/100 flag height; a stylized katakana Ta タ.

The height of the emblem is actually 46/72 of the height (46/100 of the fly).
According to the
town website (links in Japanese),
the emblem is a stylised katakana ta タ, the outer ring symbolising a harmonious
town and the inner circle depicting the morning sun, symbolising unlimited development.
The emblem symbolises bright harmony and the town rapidly expanding (?).
