Shizuoka city adopted its emblem on 29 May 2003 by Notice No. 120; adoption date of flag: 29 May 2003 by Notice No 121 (links in Japanese)

The emblem consists of a white shape above a blue shape, interlocking to form what looks to me like a letter S. The white part looks like Mt. Fuji, and the blue part like a wave, but the website does not say anything about the symbolism. The blue of the logo is describe as smalt.
