There is an explanation of the emblem at city.cinowan.okinawa,jp. The emblem is a stylised katakana Gi ギ in the shape of a rushing ahead wing and a stylised katakana No ノ in a circle representing the gulf/bay (湾 wan) and co-operative harmony and peace.
