According to Regulations and Rules of Naha City the Naha flag was adopted on 1 September 1965.

Placement of Emblem: centered
Size of Emblem: 7/10 of height

On 19 December 1921,the Emblem of Naha city was adopted.

The city symbol represents a stylized version of the first character of Naha (ナ), on a blue field. The circular design appears to represent the unlimited potential of the city.

The emblem consists of the katakana na ナ forming a circular shape with a vertical line and the katakana ha ハ forming two halves of a circle inside the larger one. As noted above, according to the website (not the notice from 1921) the circular stylised characters express infinite growth/development of Naha City (那覇市 Naha-shi).
