A stylized hiragana O お. The diameter of emblem seems 7/10. No description in the law.

The emblem consists of a stylised hiragana o お forming three
connected circles, a sign of the citizens' harmony, aspirations and peace.
The law seems to say that the emblem /and character/ are white.
