The modified "E" signal code and modified "O" signal code were in use from
2 September 1945 and 31 March 1952 as a civil ensign for Japanese merchant ships and American merchant
ships respectively.

The Treaty of 2 September 1945 established Japanese
independence but under American occupation. The Japanese civil ships had to use
a new ensign based in the letter E of the signal code.

it had to use a flag based in the letter O of the signal code.
