This flag is of Japanese Resident General of Korea (Tokan-ki). According to "Kampo" (Japanese government gazette), it was established by Japanese imperial ordinance No.21 in 1906 (dated 15 February). It was used while Korea was a protectorate of Japan and discontinued in use in 1910 when Japanese Governor General of Korea (Chosen-Sotoku) was established.
