According to the Korea Post's website, the flag was used (officially) between 1900-1905.
On the design: It is simply the Korean Hangul syllable 'u' 우 (sometimes
romanized as 'woo') and is an abbreviation of 'ujeong saeup' which is Korean
for "postal service".
Daniel Markstedt, 3 September 2006
The postal flag was adopted in 1884 which is mentioned on the stamp in Korean calendar year.
