Blazon: Per pale Argent and Gules. These arms possibly stem from Count Roger Hauteville's, which were the base also for the national flag.

Mdina was the ancient capital of Malta.

I spotted the city flag of Mdina in November 2000. It was its banner-of-arms —proportions 3:5, as near as I can tell—, the old undefaced white-red vertical bicolor.

The Rabat municipality on Malta island is the suburb of Mdina. I believe Rabat means suburb, while Mdina (pronounced imdina, but cognate of Medina) is a walled city.

In French médina is used as follows, from Petit Larousse Illustré:

médina (from Arabic madina): Old city —as opposed to the modern European new city— in the Arab countries, mostly in Morocco.

I believed most traditional cities in Morocco were fortified, so your translation as "walled city" might be appropriate.
