The Malaysian Monarchy webpage describes the Queen's standard thus:
Panji-panji Raja Permaisuri AgongThus there are two ratios, 1:2 for the large (presumably for buildings) standard and 2:3 for cars. In my images I have assumed that the height of the arms is slightly larger than half the height of the flag. The consort of His Majesty the Yang di-Pertuan Agong, Her Majesty the Raja Permaisuri Agong enjoys a very special status after the Yang di-Pertuan Agong. Hence, Her Majesty has her own flag. This flag enables people to recognise Her Majesty’s presence when attending an official ceremony on her own without the Yang di-Pertuan Agong.
Since the Yang di-Pertuan Agong is elected by the Conference of Rulers for a five-year term, his consort, Her Majesty the Raja Permaisuri Agong enjoys similar privileges and has her own flag throughout that period.
The design of the Panji-panji Raja Permaisuri Agong is similar to that of the Yang di-Pertuan Agong, except that the light yellow background is substituted with light green.
The Panji-panji Raja Permaisuri Agong measures 4 ½' × 9' [1.37 m × 2.74 m], and 12" × 18" [30.5 cm × 45.7 cm] for cars.
